NCAA to Airlines: Pay Compensation for Short-Landed Baggage or Face Sanctions

The Nigerian Civil Aviation Authority (NCAA) has directed all airlines operating in the country to immediately comply with the First Need compensation policy for passengers whose checked-in baggage arrives late. As outlined in Part 19 of the Civil Aviation Regulation 2023, affected domestic passengers are entitled to ₦10,000, while international passengers must receive $170 to cover essential expenses.

At a meeting with regional airline managers in Abuja, NCAA’s Director of Public Affairs and Consumer Protection, Michael Achimugu, warned that non-compliance will now attract sanctions. He noted that several airlines have continued to flout the rule despite previous notices, adding that ignorance of the regulation will no longer be accepted as an excuse.

Airline representatives urged the NCAA to collaborate with FAAN and terminal operators to address infrastructure issues such as faulty conveyor belts. NCAA officials reiterated that passengers also have a right to further compensation if baggage delays extend beyond the standard delivery period, provided proof of incurred expenses is submitted.
